Legal Requirement — South Africa

The Electric Fence COC Certificate — What You Need to Know

The most important section on this page and the content no competitor explains properly.

The Certificate of Compliance (COC) for electric fences is a legal requirement under the Electrical Machinery Regulations of the Occupational Health and Safety Act (Act 85 of 1993). Without a valid COC, your electric fence is illegal and your insurer may refuse to pay out in the event of a claim involving the fence.

When is a COC required?

A COC is required for every new electric fence installation. It is also required when a property with an existing electric fence changes ownership the seller must provide a valid, current COC to the buyer at transfer. You also need a new COC after any significant repair or modification to an existing fence system.

What does SANS 10222-3 require?

The South African National Standard SANS 10222-3 specifies: minimum 5 live strands, maximum output voltage of 10,000V, warning signs every 10 metres, a properly earthed energiser, and a minimum clearance from the ground. All Repairs Plus installations comply fully with SANS 10222-3.

Who can issue a COC?

Only a registered electric fence installer (registered with the Department of Labour under the OHS Act) may install an electric fence and issue a COC. A COC issued by an unregistered person is not legally valid. All Repairs Plus technicians are registered installers. We issue a valid, signed COC on the day of installation completion.

What if I already have a fence without a COC?

A COC is required for every new electric fence installation. It is also required when a property with an existing electric fence changes ownership the seller must provide a valid, current COC to the buyer at transfer. You also need a new COC after any significant repair or modification to an existing fence system.

Operating without a COC is illegal and voids your insurance

If someone is injured by an electric fence without a valid COC, the property owner may be held criminally liable. Most home insurance policies exclude claims involving illegal electrical installations including electric fences without COC. Call 061 402 6299 for a COC inspection and certification.

Load Shedding & Electric Fence Installation

What Load Shedding Does to Your Electric Fence

The most common cause of electric fence failures in Johannesburg  and what to do about it.

Load shedding affects electric fences in two ways. First, the voltage surge when power is restored can burn out the energiser's internal circuit board the same mechanism that destroys gate motor control boards. This is the most common cause of energiser failure in Johannesburg. Second, frequent power cycling stresses the battery backup inside the energiser, shortening its life significantly. Many Johannesburg homeowners find their fence has stopped alarming correctly  not because the fence itself is broken, but because the energiser or its battery has failed.

A third, less obvious effect: when the fence loses power during load shedding, the wire loses tension as it cools. Over hundreds of cycles, this tension loss causes the wires to sag — increasing the risk of false alarms from vegetation contact and reducing the deterrent effectiveness of the fence.

Electric fence not working after load shedding? Call 061 402 6299

Quick check: is the energiser's LED green (normal) or red/off? If red or off after power returned  likely a surge-damaged energiser board (R1,800–R6,500 depending on size). If it alarms continuously  likely a wire shorting to earth from the repeated power cycling. Both are same-day fixes.

How to protect your electric fence during load shedding:

Surge protector — Install a surge protector on the energiser's power input. Absorbs voltage spikes on restoration. Fitted cost: R450–R900. Essential for any Johannesburg property.

Battery maintenance — Replace the energiser's internal battery every 2–3 years. Frequent load shedding cycles deplete it faster than the rated lifespan. Cost: R650–R1,200.

Solar-powered energiser — Eliminates the load-shedding problem entirely. A solar energiser operates independently of the grid. We supply and install solar electric fence systems. Ask for a quote.

Annual wire tensioning — Have the wire tension checked and re-tensioned annually. Repeated heating and cooling from load shedding power cycles causes gradual tension loss. Included in our annual maintenance contract.

Electric Fence Installation - How It Works

Our Electric Fence Installation Process

From your first call to the COC certificate in your hand  here is what to expect.

Free Site Assessment

A technician visits your property, measures the perimeter, assesses the wall height and condition, identifies zones, and recommends the correct energiser size and strand count. The assessment is completely free and carries no obligation. We usually visit within 48–72 hours of your call.

Detailed Written Quote

You receive a full itemised quotation covering energiser supply, brackets, wire, insulators, warning signs, earthing, labour and the COC certificate. No hidden costs. We explain every line item. Quote turnaround is typically same day or next business day after the site visit.

Installation (1–3 Days)

Our crew installs the bracket system, string the wire, connect the energiser, install all earthing, fit warning signs at the required SANS 10222-3 intervals, and integrate with your alarm system. A standard residential property (500–800m) typically takes 1–2 days. We clean up completely on completion.

Testing and COC Certificate

We test every zone with a calibrated fence tester to confirm compliance with SANS 10222-3 voltage, pulse rate and earthing requirements. A valid, signed COC certificate is issued to you on the same day as completion. The COC includes the installer's registration details and is legally valid for property transfer purposes.

Annual Electric Fence Maintenance Contract — from R2,400/year

Our annual maintenance contract includes 4 quarterly service visits covering wire tensioning, earthing test, insulator inspection, bracket check, battery test, energiser output test and a service report. Repairs identified during service visits are quoted separately.  Call 061 402 6299

Wire tension check and re-tensioning

Electric fence wire loses tension over time particularly in Johannesburg's heat and through repeated load-shedding power cycles. Sagging wire contacts vegetation, causing false alarms and reducing effectiveness. We check and re-tension all wires annually. Included in our maintenance contract or available as a standalone service for R650–R1,200
Frequency: Every 12 months

Earthing system inspection

Poor earthing is the most common reason an electric fence delivers a weak or ineffective shock. The earthing system should consist of at least 3 galvanised earth stakes driven 2m into moist ground. We test earthing resistance with a calibrated meter and add stakes or reroute earth leads as required.
Frequency: Every 12 months · Critical for shock effectiveness

Insulator and bracket inspection

Cracked insulators are a primary cause of wire-to-bracket shorting, which triggers false alarms and drains energiser output. UV degradation in Johannesburg's harsh sun cracks standard insulators within 3–5 years. We inspect all insulators and brackets and replace any that are cracked, loose or corroded.
Frequency: Every 12 months

Battery backup test and replacement

The energiser's internal sealed lead-acid battery should last 2–3 years under normal conditions  but load shedding significantly shortens this. We test the battery under load (not just at rest voltage) and replace it if it cannot hold adequate charge. A dead battery means your fence has no protection during power outages.
Monthly test · Replace every 2–3 years · R650–R1,200

FAQs

Frequently Asked Questions electric fence Repairs Johannesburg

Do I Need a COC Certificate for My Electric Fence?

Yes. The Electrical Machinery Regulations under the Occupational Health and Safety Act require a Certificate of Compliance (COC) for all new electric fence installations and when a property with an existing electric fence changes ownership. Operating without a valid COC is illegal, and most insurers will not pay claims involving a fence without a COC. Repairs Plus issues COC certificates on completion of all new installations. — call 061 402 6299

How Much Does Electric Fence Installation Cost in Johannesburg?

Installation costs R8,000–R45,000+ depending on perimeter length, number of strands, energiser size and access difficulty. A standard residential property (500–800m perimeter) typically costs R12,000–R32,000 fully installed including the energiser and COC certificate. We provide a free site assessment and detailed quotation.

Why Is My Electric Fence Not Working After Load Shedding?

The voltage surge when power is restored after load shedding burns out the energiser's internal circuit board — the same mechanism that destroys gate motor control boards. This is the most common cause of energiser failure in Johannesburg. Energiser replacement costs R1,800–R6,500 depending on brand and zone count. We stock all major brands for same-day replacement.. Call 061 402 6299 for guidance over the phone.

How Many Strands Does My Electric Fence Need?

SANS 10222-3 specifies a minimum of 5 live strands for a compliant installation. Most Johannesburg residential installations use 6–8 strands for better coverage. The strands must be properly spaced, tensioned and earthed, and warning signs must be displayed at regular intervals. All our installations comply with SANS 10222-3 and include a COC certificate.call 061 402 6299 for emergency repair.

Can I Install an Electric Fence Myself?

No. Electric fence installation in South Africa must be carried out by a registered installer under the OHS Act Electrical Machinery Regulations. DIY installation is illegal and will result in an invalid COC — which is required by law and for insurance purposes. If someone is injured by an illegally installed fence, the property owner faces criminal liability.

How Long Does Electric Fence Installation Take?

A standard residential electric fence installation in Johannesburg takes 1–3 days depending on perimeter length and complexity. We usually start within 48–72 hours of the free site assessment. The COC certificate is issued on the day of completion.

Is Your Electric Fence Work Guaranteed?

Yes. All parts and workmanship carry a 6-month guarantee. New installations also carry the COC certificate which confirms compliance with SANS 10222-3 on the day of completion. If any fault develops within 6 months of our work, we return and fix it at no charge
